$67 k usd for a 2 bedroom 2 bathroom in Sabaneta, it's the cheapest apartment on the site and I'm pretty sure that's a website with gringo pricing + the complex includes a gym, pool, basketball court and playground for children. You probably could get apartments for $40-60 k usd if you got quoted the same rates as the locals. Latin America along with Asia has some of the best housing prices in the world.

If you are not living there. What the point to buy? Airbnb are cheap in Colombia and if something goes wrong you can always move to another city.

My thoughts exactly. Walked Raudal a few times and saw a couple of real hotties. At Davienda. The Customer service dude was nice enough but he obviously did not know the system because we went through a 30 minute process and then at the end he told me I needed a cedula (government ID). Getting a cedula is an entirely different process that is not available to foreigners on a tourist visa so I won't go into that now. I also tried to add my name to my novia's bank account and that was also not allowed. Ostee out.
