Queens35 stated the girls are usually late which by the definition you gave that she is not dependable. And did not do as she said "be on time" thus promise broken.

The girls on so many sites (photoprepagos, mileroticos, skokka) are business sites for work so some sort of reply is expected within a 24-48 hour time period. Not replying to a customer for work would be undependable. Nothing had to be said to make a promise to be broken. Even Colombia Cupid and Seeking Arraignment are largely businesses. When I email or call a business I expect a 24 hour reply which is not promised but is largely expected not counting weekends or holidays. If the girl no longer works then she is absent-minded in not taking down her advertisement. Everything Queens35 stated fits your definition of flaky. But of course this has never happened to you only everyone else.

600 K COP debited $178.46 (receipt says 616,000).

I then did another withdrawal a few days late for 150 k at Banco De Bogota ATM on La 70.

150 k + 13,200 ATM fee, so 163,200 and the debit was $47.91. So the rate was 3406 (says "6. 10% markup on the receipt".

Has this been going on for a while? I always got at or close to bank rate, and the ATM fee (which Schwab refunds).

Many of the banks are now offering their own conversion rates at their ATM's. As far as I know, they all give you the option to accept or decline their rate. Some will end the transaction if you decline. The others will give you close to the midmarket rate. That has been happening for more than a year.

You should have received more than 3600/1 for non-bank conversions. The rate has not been below 3600 since March 23.

My brother from another mother, well I am the exception as about 4 years ago I was able to get my Bancolombia account only with my US passport BUT, and here is the but, this was after many tries at a number of different banks and branches then my real estate attorney who handled my apartment purchase told me that he had a friend who was the manager of a Bancolombia branch in Laureles, he took me in and in 20 minutes was all set up.

So the best advice I can offer the original poster about this question is to check many branches as they all have a different twist on the requirements. Of course it always helps if you know someone in the bank.
