I got my first scuba diving certification in Santa Marta 11 years ago. That water is not exactly warm. San Andres and White Beach in Cartagena are perfect though!

I'm saying a 10 is absolute perfection which is like 1 in a million, but 9's and 8's are basically drop-dead gorgeous but not 100% perfect for some reason.
