I'd say you need to look at the laws and the rules of the country and how they are enforced or not enforced. Because it's the rules and the laws that lead to exploitation, rather than economic need.

USA was a rich country, when they had black slavery. And the cause of slavery at that time was the laws and the rules of the country, rather than people's poverty or prosperity.

It's something similar now regarding sexual exploitation of women.

It has nothing to do with poverty or prosperity of the country. Women sex-workers are exploited in countries where the laws and the rules force them to hide from the law and the police. Their sex-work is treated as crime, which leaves these women at the mercy of real criminals. These women don't feel free to complain to the same police, who regularly hassle them and arrest their customers.

So, to be ethical about it, you need to avoid countries where women sex-workers don't have the protection of the law and the police, and where such workers don't feel free to complain to the authorities about crimes against them.

I'd say some of the richest countries in the world are guilty of this, and they need to be avoided for P4P.

When workers have the protection of the law and the police, then they work of their own free will. And the reason why they work is to make money for their needs and wants. Which is a perfectly normal thing to do. And if you have a need for the work they do, then it's a mutually beneficial relationship, where both of you get what you need and want from each other. A mutually beneficial relationship is what people call fair and square, rather than exploitation.

I don't believe this premise is correct. Can we agree that Colombia is teeming with prostitution? Okay, well guess what? And she did that by reporting to the Colombian cops that the secret service agent under paid her for her service.

In most countries with a very wide income gap, or struggling economy, the police don't tend to do their job very well in general. So they don't help out men, or women who are not sex workers, anymore than they help out the sex workers. The people the cops tend to give the most assistance to in poor countries are the rich and famous; of which there are very few. In many cases you have overworked officers with 1,000 different crime reports sitting on their desks, knowing they are lucky if they even solve one of them. Or they are simply bribed on the books by organized crime. But, if they see no risk to themselves, and they have nothing better to do with their time, then they might help.

The countries where this is a problem would be places like Saudi Arabia, Pakistan, Iran, or Sudan. These are places where women are oppressed in general, and sex workers are sometimes executed.

Two places I can think of where there is less corruption among the cops are Japan and Scandinavia. Look at Sweden, they pursued the rape case against Julian Assange for several years. Many people in the world hailed Assange as being a hero for his wiki leaks efforts and standing up to the US government. So if Sweden had a problem with women, why would they be so adamant about pursuing those rape charges against a well known celebrity? The US does not have some butt buddy relationship with Sweden like they do with Israel. I don't think any prostitute in Japan or Scandinavia would be reluctant to call the police if they got robbed by a customer.

I still think economics are the driving force behind sex work. Because there are plenty of countries where blue or white collar girls make similar wages to guys, and the guys are just as impoverished as the girls. The difference being that women don't have the sky high sex drive that men have; so they aren't willing to shell out big bucks for sex. It's the testosterone that is pushing the way. The girls in poor countries might choose sex work because it's an option. And again, the guys are on the same wage scale as the girls, all based on their profession.
