Did you stay at Speke Hotel? There's no worry about legal shit. Just look into girls' eye, tell her you are too pretty to be a receptionist, work here, or whatever she is doing and ask would like to join me for dinner or would you show me your beautiful city? (This is just my style and so far it has worked in Tanzania, Kenya and Uganda).

Visit permit in Rwanda is about 1200 euros but if you go from Uganda, just after the Rwandan border the permit is only 600 euros, at least it was in 2019.
So far better to go from Uganda.

In Masai Mara I am used to go every year through a french company with excellent service and guides, it costs about 2000 euros all included except travel to Nairobi, 4 x4 cars with 4 people only inside. MP for more info.

I don't remember any prices, and it was many years ago, it would not be relevant info anymore. In Rwanda, you had to pay expensive park entrance for some government agency, when you book the trip. You travel to park by fine road, comfortably. But then you need to sleep a night in hotel, could be expensive. In Uganda, you travel through whole country by African road. I don't know what kind of accommodation is in Uganda side. Some tourists which I met on gorilla safari had participated Uganda side also, they liked safari in Uganda side more, I don't remember why.
For mongering I like more Uganda, capital there is much bigger and more relaxed than Rwanda capital, and people speak good English in Uganda, in Rwanda not.
If you go to Rwanda check that there is not this mourning period for genocide, I was there in that time and everything was closed for a week or two, it was even difficult to get back from that safari.
And visit Genocide museum also, that is horrible place.
Masai Mara or Serengeti, if you have lot of money then fly there. I went by car, and road was so bad that big part of time we drove out of road alonside road, there were less potholes.

I confirm that visit permit for gorillas from Rwanda is twice the cost of the same from Uganda. Also if you go to Bwindi it will be a bit more hard to reach Gorillas there than the ones just close to the Rwanda border, in the Mgahinga National Park. Gorillas are tracked and their place is well know each day, but you can have between 2 to 4 hours walking to reach them.
And if you bring your girl with you it will cost double, so be careful.
Same when you do a safari in Masai Mara, that's why now I do my safari alone, and then I take 10 days more in Mombasa where I can bring a girl and spend nice time there.
I suppose that we can do the same in Uganda, visit gorillas alone and then take some time in a nice place with a girl you chose.

I have been to countless countries where there is malaria and never took any medicine. Malarone has a lot of side effects destroys your stomach and doesn't prevent you to get malaria anyway. As for using condom or not it s a personal choice period. Many girls actually want a mixed baby and would thank you for it. If a girl wants to scam you one way or another there are other reasons for it. But here police doesn't give a shit about anything and everything can be solved with cash anyway. Try to do the same in Rwanda that's another story.
