I'm not responding to offer a technical correction of the usage of Latina. However, in my opinion Spanish women do not have the look of what we commonly expect with Latinas. And yes, Spanish women are white. They have a unique look apart from Europe and even different from Italy its somewhat cousin.

As with most large European cities, you will find some true Latinas and natural blondes. These will be immigrants to Spain. Spain attracts a lot of South Americans for the obvious reason of language.

Barcelona is strongest in terms of most mongering and tourism aspects.

It is easier to list the few areas that Madrid has an advantage to see if any of them are of particular interest.

From a mongering standpoint, Madrid is much, much stronger in terms of Russian / Ukrainian women. I don't know if it involves them getting accepted at Madrid universities, or if it is a local provincial visa issue, or what. But the Russians / Ukrainians are primarily in Madrid, not Barcelona. But if your day trip interests include an Old City where you can spend the whole day walking around and being fascinated, Madrid makes a science out of it. You either go to Segovia via the Chamartin train station (which is the easiest train station to use in all of Spain for English-only tourists. It is like they designed it for them in mind), and / or you go to Toledo from the Atocha train station. So if a well preserved, but still functional, Old City is of interest, then Madrid is the winner. Segovia has the best Roman stuff, if that is of interest.
