You need to pay the subscription fee to be able to access DM facility. Once you become senior member after posting certain number of reports, then no need to pay the fee any more. They accept only Bitcoins or USD cash by post. Please go through forum posts for more information regarding same.

Since you have been there in my budget could you recommend some? My PM is open. Or hint at some here.

It doesn't even have to be a hotel, a guest house or PG per day basis where something can be done works.

Actually my Funda is simple, if I am not mongering, then I can stay even in a lodge, but when I need a room for girl, then I select the hotels which should have reviews.

So while in Paharganj area if you are roaming, you will be approached by a lot of agents in the road, who will say they can arrange rooms for you, or some will say they can arrange both rooms and girls for you. In my view you can avoid that because they are mostly scams.

If you are going to any hotel, first hand you ask in reception whether girl is allowed or not? Some hotels first take money, and later deny entry to girl due to hotel policy. I have faced that situation earlier.

If you are planning to spend long hours with girl, then any hotel above 2 stars is good in Paharganj. You can search it through Goibibo. Lots of options are available. Try to go to hotels which have been reviewed by couples. But best is to go to those hotels which are listed in Brevistay and Stayuncle. If they are listed there, then it's damn sure they are couple friendly. Try to select hotels which are situated to the street in any lane of Paharganj.

And mind you, whenever you want to book a room for mongering activities in Paharganj, don't look like a nervous person. Talk with them in straight forward manner in pure Desi style that I want a room with my girl. Sometimes I have even taken WG to a hotel saying she is my GF or wife. You have to do that. Looking confident always helps, I have experienced that.

On a personal note, I feel that in Delhi, if you are looking to stay comfortably in a hotel at very budget price, then you can't find any other better options. If you are looking to stay single in budget price than Zostel is a good option near station. It's for single boys or girls travelers.
