Unless you speak fluent Spanish without an accent they they are going to know you are not from Colombia no matter what number you call from. Everyone knows I am not from Colombia the moment I open my mouth because of my accent. They still understand me.

It might be because they're not at home that they are on their best behavior, or might because just how they are. I don't know, never been to Venezuela, but some of my fav people that I've met here are Venezolanos.

Always good idea to have a backup of course, but as far as I know the international service providers will use one of the local provider' network and infrastructure anyway, so if local network is out it'll be the same for a phone with US or any other aboard provider while roaming. I'd also imagine local SPs prioritize their own traffic before the one they rent to 3rd parties, but I don't know for sure.

Seems like some like to only roll with a Colombian number here, or only a USA number, and some with both, with seems to be the ideal situation as you mention.
