Prague. Also depends on what kind of blonde do you want? Prague is full of Ukrainian blondes these days which may not be originally blonde as brown or light brown is more common.

Helsinki and Tallinn is full of natural blondes but prices are as expensive as Canada.

You are setting yourself up for disappointment if you think either city is going to be like Colombia or the Philippines. The ladies in Spain and Portugal are much wealthier and more importantly place a greater value on their time. Both cities are appointment oriented, in that you schedule your sessions in advance.

From a sheer matter of convenience, for 2-3 ladies during the day, Barcelona would be the better choice if you use the shared private apartment system of Aribau 11 X, Vecinitas, El Eden 53, and teensbcn. You will find more Latinas in those places compared to Lisbon. In general, American tourists have rated the looks of Latinas higher than those of Portuguese women, likely because they are more accustomed to that "look" back at home.
