Are there bitcoin arms in Sri Lanka. If so, you purchase in person and have it sent to a bitcoin wallet you can open. From there, forward to ISG account. I had trouble with binance and kraken to fund and send to ISG. So I used shakepay and they had bunch of security questions before they let the transaction go through.
