Do not stay in Dakar catch a taxi go to Somone or Saly beaches south of Dakar this is where all French retired (hundreds) spend their days, meet them they will indicate girls friendly hotels and girls prices.

Bargny is 30 km south of Dakar on the coast. On the way to Saly and Mbour, also nice places for mongering. Ask a taxi driver.

Just spent four days in Dakar. Loved the place and especially the food. I rented an apartment in Almadies. Easy to walk to the corniche and restaurants and always felt safe even late at night. But my lack of French was, as has been reported before here, a major issue and got in the way of me having a great time. Even getting around by taxi was a problem until I found one guy who spoke good English (pm me if you need his number) and he brought a girl to my apartment one afternoon. Nothing special and I paid way over the odds, but things were getting desperate. Spent a day on Ngor island and as has been described, there were a few working girls standing around in the back roads. Did not indulge but I noticed they all seem to hold a handbag as if its some sort of signal. They also did not do anything to grab your attention even if you looked at them, so I assumed you had to make the approach. I did not really have enough time to get to the know Dakar but I would certainly go back.
