It is currently low season. This is the perfect time to negotiate and low ball. I am being told that economic times are tough in Thailand right now. The expansion of the visa programs stem from a direct desire to increase revenue from tourists. Rich people shop at Walmart. Just saw an article about them seeing an influx of higher income customers in their stores. I makes sense to keep your expenses low on an average basis. Nobody tries to pay more for a service than they have to pay for.
