I can't speak on Syrians / Iranians as I haven't had a lot of experience looking for them. I can speak on having limited time in dubai to monger. For me, I would hit up 2 places and see what I could find, probably Coochini then Ayoush.

For the agency question, personally, I've used several agencies managers. I would say its not about the agency / manager, its about the lineup and women they have. Cat Dubai, Slavic Dolls, Dubai Kiss, Cat Dubai, seem to be prominent. But personal managers can also provide the same exact girls.

But managers/agencies are usually for caucasians. In my opinion. Arabic, Asian, African, etc you can find plenty of independents and freelancers who are much cheaper. Anytime an agency/manager is involved, the price gets inflated as they get their cut.
