As far as I'm aware, Colombo is the most happening city for mongering, at least according to this and other major escort sites. There might be girls exclusively targeting tourists in the area like Galle, but as a local, Colombo is the place you'd find the biggest selection. If you really like the girl (and if you have a large sum of disposable money) you can probably take the girl with you wherever you visit; but I don't know how often you'd find a girl worth keeping throughout the trip.
