This is a very common thing with Japan, Korea, and China which count by 10,000 instead of 1,000. Locals get confused when you say "ten thousand" since they've never heard of the number. For anything Japanese (sushi, trains, Japanese women), it's cheap in Japan. Different cities and places have their specialty too. No surprise that many massage shops offer Chinese and Thai girls. It is 18 in Japan. There are multiple overlapping laws, including the The Child Prostitution and Pornography Act (1999) as well as the corruption of minors law. Another recent change has lowered the age of adulthood from 20 to 18, which doesn't affect the industry much except allow for 18 year old porn stars like the rest of the world. Previously, 18 and 19 year olds could not sign contracts or do work without parental permission. Likewise, shops now feature a few 18 and 19 year olds (it is just super rare for a 19 year old to get her parents' permission to work DH or star in porn). One of my ATFs started at 19. At that time I had taken 3 years of HS Chinese and about 2 years Japanese. 1-3 years of either language goes a really long way if you get creative. And Hiragana, Katakana, some Kanji alone will take you far. It will even help you learn Japanese without even meaning to, like when you're on the train trying to see which station it is and how many stops to where you're going. I memorized a ton of stations this way, and started noticing certain words and phrases repeating on signs that I now know. Learning some conversational Japanese will make things really fun, at first it meant being able to talk with a lot of people. Later I realized I could flirt with Japanese women at oppai pubs. Some hotels require a room key to operate the elevator, after tapping an IC spot on the elevator. Others don't and you can freely use them. But of course if your hotel doesn't work, you can just use a love hotel and enjoy it.

As for refusing the girl, it just really depends on the shop. I look at the situation totally backwards, I only use a shop that is good and sends girls that match their pic.
