It's possible that the arrest charges were ancillary charges, as has been explained here, something other than sex for money.
It's the only case I can remember, and even then, the charges may not have explicitly been prostitution.

In 99% of cases it is law enforcement parading as either side of the transaction in order to arrest someone on such charges. If law enforcement is not showing up as trying to buy sex from someone that may or may not be in the market to sell it or sell sex to someone that may or may not be in the market to buy it, then nobody would know the law had been broken. They have to develop a way to catch someone breaking or attempting to break said law, through what I do not understand is not viewed as entrapment.

You guys will argue this nonsense like you are defending your PhD thesis over and over again. Anyone wanting to read about Pattaya has to weed through all this crap. We have a chit chat thread for a reason. I dropped a little bomb in there for you guys and I hope it will help to move this topic onto the proper thread. That way the guys can actually use the Pattaya section for what it's meant for.

A Whirlwind Business Trip to Pattaya – With a Quick Stop at Cat Flaps.
Business in Pattaya usually means a change of scenery from the hustle of Bangkok, and this trip was no different. A last-minute meeting called me down to Pattaya, so made the two-hour dash to get things sorted. Quick meeting and business was wrapped up.
With a little time to spare before heading back, I decided to make a strategic two-hour pit stop at Cat Flaps, one of the more out of the way gentlemen's clubs in Pattaya. Located in Pratamanak. As expected, the place didn't disappoint. A relaxed atmosphere, friendly girls, and just enough mischief to make the brief stay worthwhile.
The setup was simple—bought a few drinks and enjoyed the company of two sexy girls. After 2 racks of tequila for each girl, behind the curtain we went. Then the aerobics began. Never realized how strong the tables were LOL. Took real advantage of the space in the big booth. Both ladies performed outstanding. 2500'Baht each and free curtains for me. Woo hoo.
One unexpected highlight. The free beef brisket. A generous perk that many clubs don't offer, and it was surprisingly awesome—tender, smoky, and packed with flavor. Nothing like a quality bite to go with a cold beer and good company.
Before I knew it, the clock was against me, and it was time to hit the road.
Sometimes, the best trips are the fast ones.

The chances of a monger being arrested in Thailand for prostitution are tiny, so there is no benefit from the discussion. Note: if someone were to be arrested for prostitution, it would be for an ancillary act, not prostitution itself.

I can't remember about the other act, but the Prevention and Suppression Act was nowhere to be found on the internet back then. The attorney found it in hard copy form in the LOC and faxed it. I contacted them only to see if they had a copy, and learned that they will assist with legal research.

So argue all you guys want (not you, EihTooms) but I hope that eventually you will realize how silly you look when you keep insisting that prostitution itself is illegal, but you can't produce a single statute that definitively says it is. Because it doesn't exist. But as they say, never let the facts get in the way of a good argument.
