Average is not the deciding factor here. Supply and demand are. The same reason why in some underdeveloped African countries where people typically make like $1 per day, a decent hotel can cost you a lot more than in developed countries.

And $200 is not that unreasonable anyway. In China, where I come from, that is only the starting price to get paid sex in first-tier cities. Not to mention the levels of girls you can get does not compete with what you can get in Russia at all.
