Most nations do not grant citizenship to women who have their children in their country. If you have your baby in Japan, unlike in the USA, the baby is not a Japanese citizen. The law that allowed pregnant Mexican women to cross the border and have their kids here and become American citizens is the 14th Amendment. The reason for the 14th Amendment was Southern states after the Civil war tried to deny citizenship to slaves. As they should have, lower courts have upheld the law giving citizenship to these birthed citizens as it is above their pay grade. Eventually, the Supreme Court will tackle this. To me, it is a no brainer to plug this hole. American citizenship has been valued in the millions and it should not just be given away as a right to a child whose parent is breaking the law.
