An arrest or conviction for disturbing the peace / causing a public nuisance, which is a crime cited in the Thai Penal Code, is not the same as an arrest or conviction for prostitution, which is not a crime cited in the Thai Penal Code. For one thing, someone CAN be convicted of the former but not for the latter in Thailand unless they change the law.
