The purpose of of having deposits to is to weed out the people you don't want as a client before they cost you money. Agencies need to vet clients to their standards just as much as clients vet girls and agencies here. If the clients don't trust the agencies to not run away with their money, they shouldn't be trusting the agencies to deliver the services that they want either.
