I'm thinking of visiting Barranquilla for the first time during carnival next month and would like to know which areas are safe to stay and not too far from all the action. Also, any specific hotels / apartments that are chica friendly would be greatly appreciated.

I spent 4 days in Barranquilla this week. I found a lot of bars with the help of local taxi cabs. I speak fluent spanish. The below are the most popular ones. I'll add the addresses once I get more time.
El Hojito. Has a strip dance table and quite large. One can take a girl upstairs to culear for 70-80 mil pesos for 30 min.
Siglo venti uno. You can find it in Google.
El Rancherito. Just opposite to El Hojito. No strip dance, but girls are there to as a 'dama del compania' while you drink, and you can take them to your place.
El Gran Buda. You can find it in Google.
Cama Suelta. Similar to El Hojito.
Taberna Contra Via. Similar to El Hojito.
Hotel and I also found a couple of girls in MilE and went to their houses. They respond promptly to whatsapp but what I found was they were mostly Venezolanas who stay in a chica hotel and offer services in the same room they live in. Nothing wrong, just giving information.

That keeps you safe.
Call the hotel and ask them their policies.
