The de facto language of the government is Kiswahili, it's used in the magistrate, media and etc this country is one of the few countries in Africa that doesn't force its citizens to learn a European language. The English they speak is very small to nonexistent and it can be extremely difficult communicating with them even with a phone translator. Sometimes you can run into a Kenyan and Ugandan every once in a while in that country and they'll be eager for you pay them as your translator.
