Just to be clear here. You mean if persons on a tourist visa drink liquor you purchased with your residence liquor license, that is illegal. But a tourist at a hotel bar drinking, that is not against the law. ?

Make no mistake its not a license to consume by residents or tourists. If LE are called out to your home for disturbance or similar if its a minor issue they might turn a blind eye to YOUR consuming liquor in YOUR home IF you have a license. That's just about it.
