I too used them during my last trip. Receptionist did speak English but the girl that was sent was not the one in the picture - I kept her since she was "okay".
The next time I called, I gave specific instruction of who and what I wanted adding that if the girl that was sent was NOT the one in the picture, I would sent her back.
The "next" girl was excellent 24yo - spoke english perfectly and was a real GFE - I was with her basically for three nights. General rate is US$ 100/hr - bit high but the going rate in Moscow.
