As no one wants to moonlight as an Escort and earn more cash, I've got important news for those who like the amber liquid, and like it a lot. You can save a lot of cash with this one:

At Ratsky's, Ayala Mall, 2pm onwards to 6pm sharp, not earlier or later, you can drink all the beer you like for Pesos150. Now, in four hours you can drink a lot of beer.
Conditions Apply. Its only draught beer, not bottled beer. Their bottled beer is not cheap, and after 6pm their draft beer is most probably not cheap either.
But 2pm - 6pm all the draught beer you can drink. I know one dihig guy. He arrives sharp on starting time and drinks non stop until 6pm , gets bill , pays P150 precisely , no tip , not one centavo , packs his bags and then goes home on the Jeepney to his Filipino wife. Never drinks before or after starting time and never drinks anywhere else. Thats what I call devotion to beer and devotion to cutting costs. He is a highly intelligent person too , so the story about lost brain cells can't be right.
If your interested, and go to Ratsky's, make sure the Waiter understands your there to accept their offer of drinking all the draught beer you can to 6pm for P150.
The expat guys who hang around this time of the day , almost exclusively go home at 6pm when the cheap beer runs out. I tried Ratsky's offer , cause draught beer is my favourite, but I found the draught flat more times than not. They do not know how to present a good draught beer, but then I am fussy. Maurice of O'Flannagans Davao does know how to present a good draught beer. Trust an Irishman to know something about the subject of alcohol , ha ha.
This cheap beer at Ratsky's has been going on for at least two years to my knowledge and was still being offered last time I was in Cebu, fairly recently.
So, if you don't want to earn extra money as an Escort, here's a way to cut costs.
Oh, and the bad news. Waiters are almost exclusively gay. Apparently owner of Ratsky's is gay. Imagine the casting couch, ha ha.

Short Time in Cebu with Ample Money
If ya long on money and short on time, then this Cebu post is for you. I noticed that a majority of the posts are geared towards trying to minimize the expended moolah but if you're traveling on business then time and quality of experience are A#1 priorities. Stop reading now if you're a localized expat searching for the best deals.
1) First of all, the Peso is relatively strong against the dollar right now but still 45-50peso/dollar means that all the posts about the outrageous bar fines of 6000pesos only equal 120USD. How much did you spend on dinner last night? $20, $30, $40? The average girl will go out with you for 1500pesos (30USD), but you might as well take your chances and start with the 6000peso girls and work your way down. YMMV of course, depending on luck, phase of the moon, and most importantly your companion picking skills. Start at the highest end clubs with the 6000peso girls like Arena (BF + girl but no tip included). It's not like you have to BF them. If you don't think it's worth it, then leave with little damage done but the quality of girls is only going to go down.
If you aren't looking for hardcore action, you can go to many of the clubs listed here and on other websites. Thunderdome is considered expensive but it's one possibility to find above average looking girls (6-8) dancing nekid. It's right in the middle of town. Not that it matters since Cebu is so small of a city with few major traffic jams. You could buy a ladies drink but if you're again short on time and found your soulmate dancing on stage, go straight to the VIP for 1500peso with 4 free drinks and snacks. No scams like you find in China as far as I know so it's only $30 for 1.5hrs of smooching, breast exams, singing (do you care?) etc. If you change your mind and want HC action, then the girl may be available for additional 1500peso but since I've never accepted the offer, I'm not sure if that includes BF.
2) You can book at the smallest Marriott I've been seen (i.e. Cebu Marriott), which is a nice hotel but hard to believe it really meets the standards of a Marriott. Price isn't very high though for a Marriott ($100-$200). It's kind of disconcerting walking through security with a different 19yo girl every night, but it shouldn't be a problem because I'm not sure how they can tell the difference between you and a ST date, or an expat with his much younger filipina wife. Think about the scene if they mistakenly ID'ed someone's wife as a ST date.
The location of Marriot is tops because taxis are plentiful and you are right next to the Ayala Mall where you can surf at Netopia, eat all kinds of food and watch old supersized white guys with 30-35yo cebuanas. Yes we should all envy them and admire their smarts at finding their own piece of paradise.
3) At the Cebu airport, you can listen to the touts and use the 375peso "limo" taxi which are right outside the exit or go up to the departure level and take a 125peso metered taxi to Cebu city. The metered taxis are not in the best of condition, though, and sometimes break down but eventually you'll have to use them to travel throughout the city.
4) Well I read about 10pages back and I don't think anyone has mentioned this gem of information. Are you craving for inexperienced school girls and don't mind the lack of experience (possibly resulting in dead fish syndrome)? If the answer is yes, try to find a cabbie fluent in english who knows about the university girls (19-21yo) north of the Uni of Visayas area. They all say they know young girls but you need to interrogate the cabbie to make sure he knows about these university students (well I think they are students) hidden down an alley full of dilapidated dormitories/houses. For a true gem, price is 2500peso + any tips you want to give the driver and girl. Maybe you can negotiate lower but I never felt the need considering the quality of the merchandise. One issue is that I'm not sure if the mamasan and girls will accept all punters so be on your best behavior. Most girls are not hardcore and I've always been with a local friend to get an introduction so think of it as a blind date. Not sure if the intro is required, though, since the girls come out enmasse so it's like an informal fishbowl. Due to the age of the girls, you should probably check their ID cards and you may not feel comfortable taking them thru the Marriott gauntlet, I mean lobby. Oh yea, early worm gets the best chicks. Go before 8pm.
5) Forget about trying to pickup non-pros at discos, malls, etc. Leave that to the local expats, not to mention these are average looking, slightly older girls usually. I've seen white haired guys hitting on lone girls or duos at SM mall. Usually they stand at the railings overlooking the lower floors. To me the pickings are slim to none. My suspicion is that the girls may also be preying on lonely old men for free dinners and maybe more. Hey doesn't sound so bad after all.
6) In terms of safety, it's very safe in Cebu for tourists, so look like a tourist at all times, even though you may be paying slightly more for stuff. I've had no problems with scams, no change returned annoyances, and runups of tabs at KTVs. The only thing I don't like is that cabbies and waiters will sometimes say they have no change. I think they want to some added profit because they know foreigners will allow them to keep the change or will accept bad exchange rate for dollars.
Summary: Marriott (eat and shop), Arena (can't miss here), Thunderdome (look and feel), Taxi to Uni area (relive your college dating days).
