I don't recall the police shooting an 'extranerjo', unless he was breaking the law and resisting. It seems there is not much law here, until someone injures or robs another. As was explained to me by a close friend who is Dominican, the police are aware of the economic impact of the outside money, so if a tourist or retired person living here gets robbed, they take it seriously.
