I do not think the SNC scene is alive at the moment. I wouldn't say it is totally dead, but it is at least in a 'coma' mode. SNCs have not been allowed to open due to COVID restrictions most of the year, and if they do, capacity is limited and dollars are to scarce to keep the show going.

I mean, think about it: what would keep the ladies in Lebanon if they're barely working, and if they do work, they're getting half the clients they used to get in normal situations?

From the client's perspective: Who of you would be ready to pay $200 (at least) + SNC fee + half a day of time? We're barely making ends meet with $100 for the ladies in hotels.

I'm not sure how SNCs can sustain themselves in such conditions, especially when ordinary restaurants are closing down.

I have not passed by the SNC scene yet, but the above are my expectations.

Now with Ramadan kicking in, most of the girls will leave the gulf and try to find business elsewhere so expect more travel girls to come to Lebanon. A straightforward advice is to only focus on the eastern European ladies that visit Beirut and have their own rooms. Some of them provide outcall, others incall, it depends on each agent. Many previous posts have provided links and experiences with these ladies and they've been overall positive. This is your most feasible option given the pandemic, the closures and the currently absent SNC scene.
