I would not see a reason to pay those fees in Romania. As far as getting to Bucharest, I would stay clear of the taxies lined out at the exit and simply walk to the parking lot in front of the Arrivals. There are taxies there who dropped someone off and the driver will like a fare back rather than go on empty. They cannot pick you up but they can wait in the parking lot. Rate to the city should not be more than 25-30 lei. The rate per km is currently 1. 7 but the company authorized to pick up from the airport charges at least 3. 5. That's still cheap (a little less than 1 US$/km and there are around 12-15 km till the center of Bucharest. In the city look for the price on the door or the company (Meridian, Taxi 2000, Cobalcescu).

They WILL rip you off, asking 10 times the normal rate with a falsified counter (even if you agree on a price they will double it on arrival). If you refuse to pay, they get violent or drop you off in the middle of nowhere. If you intend on not paying them, you'd better have a gun and be ready to use it.

Taxi drivers from the airport try to rip off even the locals so forigners are even more prone to getting in trouble with them.

In my opinion best way to get a taxi is to call at a taxi company and ask for a taxi there. Only the authorized taxies are allowed to wait there but there is no restriction if you call it. Maybe even get out of the arrivals area to make sure they won't try to stop the taxi from coming to you.
