I don't have an opinion myself as I don't go for real massage nor HJ.
I checked and found Sanook Dee and Bamboo Pete didn't enjoy being asked high prices for HJ and having to bargain spoiled their mood. However others have had a good time there: Fon Tok was the latest who took outcall with FS. Nic Frenchy and AsiaTraveler2 also recommended this place.
So sorry I remembered only the negative reports.
In fairness plenty of places get some negative reports. Thonglor 2 has plenty of negative reports but I still go there and enjoy.

While there are still under 20s working in some bars, if found out, the bar will be closed down. The legal age in bars now is 20 and has been for some time.

I use it for that very reason, and you don't need to be a first time visitor. You can get average to good massages there. If you enjoy a massage after a long flight or if you are like me and can't sleep for the first few days, the 24/7 option is a good thing to have. I don't see a massage w/hj and fs as mutually exclusive. There's enough time to enjoy every option, which is what I enjoy ... variety.
I usually go for ST with the bar girls and she's good, I work out a LT arrangement. If there's no chemistry, cut the girl loose and get some sleep and an early morning (4am or 5am massage with hj or take out to the room and fs). Some of the girls ask for the moon, and you can cut them loose. It's the cost of a barfine, and you get a massage, so it's not a total loss if it doesn't work out. I sleep just fine after that, and it's a good start to the next day. Lot's of time to recharge for the next event. Most of the time, the girls are average looking, but I found a few gems there.
A morning session with a LT girl or massage/hj with a Sabai Sabai girl in the early morning, an oily with fs around lunch, a soapy around 5pm to 6pm and a club or bargirl at night. Swap any of the above with a freelancer. It's all good!

It seems it's the ideal period to be in bangkok now. Not too many customers, and many girls are eager to go with me/you. As reported before, as all places close around 1am, great choice in sukhumvit after 1am. Plenty of girls, even girls from Gogo bars, are ready to go with you/me for 1000 ST, and reasonable price long time. Great pick-ups just wandering in the street or watching girls go out of Nana plaza!
Ok, it's raining nearly every day between 30mns and three hours, but it's definetely a good period for mongering; I will try again next year.

Four times a day? what are you, 18yrs old? I am impressed, the best I can do is three times a day with at least four hours between each time. Four seems more exhausting and depleating than renewing. Unless your practicing Taoist style, then I could understand 10 times a day with a one time Krakatoa!

Is Horizons at the Westin a good venue for mongering - I am aware that there is likely to be better value to be had at the Soi 7 Biergarten but was wondering whether there is any action available here and if it is 5* pricing like Spasso or whether it is more commensurate with the area!

LOL! No, not Superman and not 18 anymore. If you notice from my schedule, there's about four hours between sessions. The first few days, I can't sleep very well, so I'm up (pun intended) for 20 hours and I'm sleeping for 4 hours. Time change, probably excitement, etc. leaves lot's of wake hours for play. After the first 2-3 days, I go into normal mode and a less taxing routine.
I know some of the 20'somethin' guys can probably still pull off the 2 pops per session, 4 session days and still be hard as soon as the wind blows! ;) If I were 20 again and know what I know now, I would be dangerous! LOL!
