Actually, it was in the earlier post I gave about hotels. Asian something...
I'll try to find it later, but I'm sure it was in the hotel cut and paste I gave back in December.
I went there about two weeks ago and was disappointed. The lobby was on an upper floor (which may be good if you can bypass the floor, but I had trouble finding the lobby) and the staff was unhelpful. I asked to view a room and they seemed less than enthusiastic. I just said "thanks anyway" and walked out. Unpleasant staff could mean the guy before you was a dick, or could mean bad management. I was just checking for future reference and since they were unhelpfuf, I walked. If you really need downtown...check them out. Does anyone have a Mercedes review?
I will say that strolling the downtown streets from 6 to 8rush hour attracts a lot of smiles.

I asked ISG guys before if they had info on this one. Since then have got info from a friend. Always nice to have a p4p place in ones pocket for emergencies.

Friend suggested getting taxi driver to talk to liza on your cellphone , when driver gets in the general area.
Liza's reportedly has nice decor , ambience and plenty of attractive laid back hostess type girls. Exclusively 1970/80's recorded music played , but not loud. Suit older guys. A beer is not expensive. No pressure from the ladies. Not expensive to bar fine. Word has it , this place is much better than Mango Ave Bars.

*Club is not well marked, look for open driveway along a blank wall, with small sign. May need to drive along B.B. Cabahug Street a few times before you find this place.

I see Porty is mentioning a different street to one my friend supplied. So I queried friend on this , and he said info he gave me was taken direct from calling card Liza gave him.
You'd think Liza would have got it right on her calling card , but then anything is possible when it comes to the Phils.
As friend suggested , ring Liza's when in the area and confirm location.

Beach resorts on Mactan would be one option or better yet that nice Ocean Jet boat ride over to Bohol, or even Dumaguete (possiblity of waterfront rooms with wonderful views at both locations).
Waterfront (which is NOT on the water) has a luxurious feel and nice pool, but I've never been in a room. The place halfway up the mountain that has recently been renovated is probably very nice if you can afford it -- is that Marco Polo?
My choice would be ISIS Hotel on Ahlona beach, Panglao, Bohol.

There are plenty of nicely priced, clean hotels in the Midtown area but most will only have wireless in the lobby. If you want a few suggestions, PM me.

I've been to the PI more than a few times, but last week was my first time in Cebu. More recently I've been using taxi's in Cagayan de Oro (CDO), with little trouble.
In Cebu, during festival week (Sinulog), I had problems with a number of taxis, all involving not using the meter.
Incident 1-3: No meter. Three different taxis downtown at about 10pm refused to use a meter for a trip to Mactan (about 177 pesos). The fourth did. At that time, I saw a lot of taxis passing by carrying passengers and the "available" light on, suggesting they are not on the meter.
Incident 4: The Renegotiation. So one driver says "400 pesos", to take me to Mactan. yaba daba its a long way, I got not gas etc. Ok, so I say 300p, he says 350p, I say 300p, he says "OK". Minutes later, we pick up my GF who is down the street waiting for me, and he starts trying to renegotiate the fare again (we were in front of a crowd of people). The best I can do is swear at him and toss his water bottle at him. Now my GF things I am deranged.
Incident 5: The hidden meter. We get in a cab at a hotel, the valet writes down the taxi number and hands it to me. I see this often in town. Usually I check to see the meter is on, but I forgot this time. We get to our destination, and I look up to see how much I owe. No little red lights visible! I say "where is the meter?". Driver says, "400 pesos". I say, rather loudly, "you mean you didn't turn on your meter?". He reaches up and flips down a panel on his dash board, and there is the meter, it was on all the time. The Ahole had a built-in way to hide it! Maybe he gets the Koreans a lot on that one.
I'll post later about local taxes in Cebu. But the way I see it, as they say, there are over 9,000 islands in the PI, and therefore 8,999 other places you can take your money.

I remember also having an issue going to Mactan where driver negotiated a rate. I also had problems finding a taxi back from Mactan. Everywhere else in downtown greater Cebu, the meter wasn't an issue and just turned on.

Sounds like you are very frustrated but from my experiences, taxi drivers in Cebu are reasonable compared to their counterparts in Manila or Angeles. Seems like Sinulog brings out the best in people.
Unless your heading to the airport, most cabbies don't like to drive to Mactan because it takes time to find a fare back, especially from some of the resorts.
If you find a taxi that does not use the meter, get out right away. If the driver tries to rip you off, report him to the taxi company. Thats why the valet gives you the vehicle number, to improve overall service.
Recently I too have seen hidden meters sometimes mounted below the center stack where the ashtry used to be. This opens up the possibility to rip people and should also be reported.
What I do is if I find a honest driver, I get his contact info and call him directly for a ride. These guys can be invaluable at times. You have to remember that most drivers average around 250P for a 12 hour shift and with fuel costs on the rise, it gets harder to eke out a living.
BTW, can we expect a FR from you in the near future?
The same goes for a trip up to the viewpoint called TOPS. But since the hotel reopened half way up the hill, it was wondering if there is an alternative. For example, go to hotel have a drink and then negotiate with one of the hotel taxis.
Key Master -- was was the going rate to the resorts. I think it is less than 150 from airport to midtown area.
