Metered taxis from airport
Is it upstairs? I don't remember that. I got in an hour late courtesy of PA. I walked around a bit trying to buy a phone card (was unnsuccessful) and ended up in the hotel/casino you mention below. Then, having given up on a phone card, I asked where the taxi stand was and was unnsuccessful with getting that question asked.

When you exit the airport to the street out front, cross the little street and walk to the right. There is a long outdoor stairway really close by. Walk up it, and right at the top there are a bunch of metered taxis lined up.
Alta (Cebu) Garden Resort
This hotel has an attractive looking Internet site (www.cebugardenresort.com) with plenty of photos. It seems to get good to excellent reviews though as always one never knows if some of them are hotel staff using pseudonyms (apologies for the cynicism). Has anyone stayed here, and if so, what were your impressions re location, facilities including the all-important swimming pool, GF and food. I surmise that it lacks a 'beach', and wonder how easy it is to get a metered taxi from it to Cebu city in what I imagine is travelling time of about 40 minutes.
Just don't let the girls handle the transportation
Cebu taxis are usually pretty willing to use meter even going to the airport. Bargaining with a bit of local dialect helps, as does patience. If first driver insists on fixed fare, wait a minute or two and you'll find another who will not argue about accepting meter. Meter to Fuente area from airport should be no more than 160P. You can avoid the airport surcharge by walking UPSTAIRS and across the street.
PS: If you have time to kill and want a nice meal, walk across the street to the waterfroent Hotel's restaurant. Not like the one in Lahug AKA mini Las Vegas, but WAY better than the other food options at airport. A 5.10 minute walk brings you to a shopping center and cluster of foreign restaurants: the Thai place is good but the Italian one not so great.
The girls will text the same drivers and the price starts to steadily go up. The little trollups love to act like high rollers with your money. In my case fares doubled going between Cebu town to the Mactan Hotels comparing arrival day to the 2nd day. I took this girl from the province to Cebu a year ago and after the first night I got a second room and brought girls back from the bars. Her behavior was deplorable. She was passing loads from my sellpone to her friends, and trying to take me on shopping extravaganzas and taking possession of some of my property. This little [CodeWord140] poor (but bery fretty) spunkbucket was talking to me like she was Imelda Marcos talking to her yah-yah (maid). A Pinoy guy at the hotel said I was risking my life by doing the 2nd room. She was texting some Joe back in Manila to meet us at the airport. I found this out after wrestling my phone from her little paws and taking it to the guy in the esplanade mall that unlocked it for me. At the airport I got right back in the cab then took a flight to Clark the next day. She was going back without the 6,000pp I fromised. The cabbie was laughing when he heard her shouting at me and I told him the story and told me I'd better not meet up w/her ever again. At the time I was more scared of the slow death I might have gotten from doing her unbagged!!!
She was fresh from de probeense at Robinson Mall
just read your danger report about ermita, and now this. pretty negative stuff.

i'm cool with ermita. the japs and koreans run it but i like the restaurants. too bad the mayor shut down baywalk as that was the only thing other than la cafe that would have me go there. to the pinoys i look like some old gangster. they joke and call me joe peche sometimes, although i am fat and way out of shape. i feel safer in most asian cities than i do in miami or nyc. i don't feel safe in ac or pattaya late at night on dark side streets because the groups of wee lads on shabu might knock your teeth out for grins. the girl i took to cebu and her friend were a couple of stray kittens sitting outside near the ermita robinson mall that said they missed the lrt to queson city. they were really broke and didn't know how they could've raised a quick $50 at the la cafe yet! my friend had been going to the peenze since the mid 80's and chatted them up, like he does all the time getting us some non-gros here and there . he is good at spotting and getting new recruits. they looked lost and we offered them some grub. they ate like it was their last meal. we ended up with them for a few days rather than having to hit the la cafe. a couple of very good prospects. they were so cute and green, but 6 months later they both became hard core la cafe ho'ze. again, i was taught to go with the local talent. i made the mistake of taking thai girls to other destinations and they always got flippy with me. this little one got the cabbies cell phone on the way downtown from the airport. i learned that in any asian country to always move on to different drivers and girls. once you get familiar with them they get pushy and/or obnoxious. this goes for thailand, indonesia, the pi, and s. american putas as well. i also learned that with no exception that cell phones get switched off from the moment they are in my employ to the time they walk out the door. i've never been robbed or anything outside the us, but have observed violent acts committed on others. that includes rio, lima and bogata. i'm going back to the pi st. paddy's day. the beers are so cheap and the girls have such a sweet way of talking and they are cool w/gulping the chowder! i enjoy their company more than any other p4p as they are entertaining.
The Point was Taxi Hasles Are Less Common in Cebu
ANYWHERE you grab a taxi waiting outside a nightclub you are asking to pay well over meter. 200P from downtown to airport includes a generous tip. That is what I wil give if I like the driver and he does not haggle or refuse to use the meter.
At Manila domestic nowadays the police are MUCH more aggressive about protecting passengers from overcharging. Last trip I had a potential troublemaker whom I was just about to tell to start the meter or I would get out when a cop waived at him and said in a stern voice "metro". And the meter was 50Pisos to EDSA and Roxas which is the REAL price unless there is heavy traffic (waiting time adds up).
Also: Airport departure fee is now 200P domestic and 750P international and this is NEVER included in your ticket (unlike many countries).
