They set up the whole thing for you to make sure that everything is working fine before you leave the airport. It is more expensive but not crazy expensive at all. There are different packages depending on how much data you want and the time period of the package. SIM card itself is relatively cheap, about 50 pesos. If you were just buying the SIM card by itself, your phone still doesn't work because you need data.
