M&M gets virtual cash for the miles the frequent passengers collect and spend. It is then up to the individual airline to grant the rewards (ie there are free seats available for reward on the specific flights, ie there are seats availbale for upgrade). UA, in the past, seemed to run independently, even requiring paper voucher to accept the free flights or upgrades from other airline participating members. I do not if this practice is (hopefully) over now). This system is pretty much common with all frequent flyer programs, when there are many participating airlines.
