Some have reported that occasionally the management will allow a non-resident in with a rather high cover charge. If so, it is probably someone who has stayed there before. The only other way you can get in is if the hotel is completely booked (which happens a lot) and then you might have the option of paying 50 mill to hang at the bar. Not really worth it unless there is a party going on.
And then you still aren't going to have access to the pool area to meet women during the day.

Sometimes apartment buildings that are nicer than the surrounding area are a higher strata. In Cali I lived in a strata 5 barrio but my building was considered a strata 6 as far as services. Electric, Water, gas.
