Look up the web for VR Taxi, run by a guy named Keak. He is very reliable and I have used him over several years now. He does not drive himself, instead manages a fleet. Tell him what you want and he will take care of the rest. He is reachable on almost all platforms. Mail, whatsapp, line, sms, etc.

You will see the status of walking street as recently as yesterday filled with people. Both these guys even give extensive hotel reviews.

Just returned from Pattaya. Flight from Dulles (VA) to BKK on Korean Air, $1,049 RT. Korean Air offers some of the widest seats and the service in economy is top notch. Arrived in BKK at 11:30 pm. We were not impressed with "no show" of our scheduled pick-up by Pattaya Express upon our arrival at the airport in BKK. We therefore arranged alternate transportation in the pick-up area at Gate 3/4 for 1,300 baht. We arrived at the LK Empress on Soi 12 by 2:00 am. Being that it was so late, we just dumped our things in our rooms and set out for LK Metro. While the bars close at 3 am or 4 am, most will stay open to serve patrons, but turn off the lights and turn off the music. We were out drinking until sun up on two occasions. We hit the major venues; Walking Street, Soi 6, Soi 7 and 8 and Soi Made in Thailand. Had dinner in Hooters and Pattaya Beer garden, both good spots.
LK Empress: Great hotel if you're willing to pay up a little. I had a beachfront with balcony for about $90 US a night. Great pool and has a 24-hour mini-mart attached to the hotel. Very guest friendly; guest ID needed to enter. They will call you when your guest leaves, to make sure you're not tied up (literally).
Walking Street: Not impressed here. A lot of the bars in the multi-complexes are closed, most had only a few customers. Bacarra, which we always enjoy has really gone down hill as far as quality goes.
My personal preference is Soi 7 and Soi 8; followed by LK Metro. Recommend Billabong Bar in LK Metro.
Soi Made in Thailand: This was our first time to this bar complex. It was fun to check out and is close enough walk to Soi 8 and 7 from MIT.
Pattaya Beach looked a bit cleaner on this trip, but still wouldn't set foot in it.
Weather: There was only one rain that kept is in a bar for about an hour while we were on Soi 8. The street had about 6" of rain that eventually all drained down onto Beach Road.
Bar fines: Generally, 300 baht in beer bars, 700 baht in go-gos.
Overall: Pretty quiet as it is still "slow" season. Most locals say it picks up in October when the rainy season ends.

I cannot imagine that they provide any added value. In fact, they'd provide negative value since you won't be able to explore (look for girls) on your own, and if you have any issues with the hotel or the girl, there's a limited number of things they can do.
Some places to monger are not particularly accessible, and guidance could be useful, or even necessary, to get the most of your experience. But Pattaya NOT one of those places. It is so easy and cheap that such an arrangement is completely unnecessary.
