The Germans after WWII rebuild their country by a concerted rebuilding effort. Every adult citizen (male & female) had the obligation to work 12 hours a day for seven days a week (!!!!) from 1946-1948. Then the working obligation was lifted (but still everybody continued working), and the working hours were reduced to 10 hours a day/ 6 days a week. This lasted for almost another ten years. Compare that with Romanians 40 hr/week with six weeks vacation schedule. (Americans don't even know of that today!). What do you think Romanians would say if they were obliged to a concerted rebuilding effort with a 84 hr/week schedule, closely supervised by some ex-Wehrmacht officers?

Western Europe as a total got less money from the Marshall Plan than Eastern Europe got since 1989. But the money it got was invested in rebuilding the countries, not in the offshore accounts of the local politicians and the pockets of the lazy workers of state enterprises that produce nothing of value.

This is how you rebuild a country. But for this you need honest, hardworking people with the will to construct something. And there are only very few people like this left in Eastern Europe. And where should they come from? The Communists murdered the whole productive middleclass that hadn't left the countries in time in the late 40ies, and the only people left were the bureaucrats and the proletariat. These are also the only people you find there today. They just don't know how to work. They have never learned it.

It will take at least two generations to build up an ethical productive middleclass with a clear mindset and leadership qualities in these countries. Until then, they will remain dependend on welfare money send from the EU or the IMF, and on the export of cheap manual (and ass-ual) labor.
