If LE wants to close down a place, they will easily do it and report "Prostitution racket disguised as Massage parlour busted. Girls rescued". This is their standard SOP in any city, including Bangalore or Mumbai. They will never book a Spa for cross massage only. Very unlikely the Spa owners go for a long legal battle. Even more unlikely the customers do it. Cops know this well and will use to their advantage.
