I would say the "openly and shamefully offering prostitution in public" qualifier is the Thai Penal Code offense the BIB are looking for and for which the authorities can easily indict as a crime. I mean, leaving aside age, improper visa and / or forced prostitution-related issues. Of course, if a post is made here alerting the BIB that there is a venue or service that [I]could[/I] be worthy of being investigated and shutdown, I suppose the BIB might very well have no choise but to follow up on the tip.
