In Bangkok you can find Africans on Sukhumvit Soi 3 around the Arab hotels (or in the clubs) and in the rest of the Arab quarter (apparently). Back over the summer some had migrated to Sukhumvit itself just before Soi 5 (where the overflow from the beergarden stands). Some of the ones on Suk where very hot. Did not see them on later visits.
As for Russians / CIS I never go looking in BKK, but CM2 has been mentioned but a number of people.

They hail from Sub-Saharan Africa, which has countries with HIV rates of 5-25% (for *general population, not SWs) , so draw your own conclusions. I'm guessing they may be marginally safer in Bangkok than in Africa itself, since condom use is higher.
Physical safety is an issue as well, I haven't heard good reports about them, they're quite aggressive and far less compliant or predictable as Thais... but that's second-hand info, really, as this is one group I wouldn't try.
I think "Russians" (mostly Central Asians, actually) could be even less safe disease-wise, since they tend to be older and have more mileage than the Africans. They're mostly rejects who can no longer command decent prices in their native Messedupistan...
