No Hotel Problems in Patong
That should be doable. Most hotels are guest friendly, except for some of the more high-end resorts (when I stayed at the Impiana which has a fabulous location in Patong, they asked 2000 Baht for joiners).
I just did a quick search on Hotels.com. If you want to stay in Patong, you could try Boomerang Inn (close to BYD Lofts which is my favorite, but BYD is obscenely expensive in high season). There are dozens of other available hotels in your price range. You could also try Salathai Resort which was mentioned in this thread not long ago.
-h.
Here is a good link for finding the hotels: http://www.bargirlfriendlyhotels.com/phuket-guest-friendly-hotels-2/.
I just returned from another Phuket trip and again thoroughly enjoyed my time at Salathai. I had the Superior Room and I believe they have one class higher. They are a solid three star place, but at your budget you should get four stars.
Enjoy and report.
