Or you can get a residence certificate at Immigration and submit that with the application for your Thai bank account. You can simply name your hotel as your place of residence and that will suffice.

What does it take to get one of these? Is it as easy as just to walk in through the door with my 30 days visa on arrival and ask the to sign a certificate of residence?

Yeah, you will need to go to Immigration with your passport, copy of passport, passport sized photo, and 100-200 baht or so for the fee; fill out an appropriate application with the address and telephone number of your hotel, and your own cell number. Immigration will issue you the cerficate document to take to the bank as proof of residence.
You can open a passbook account and ATM card with as little as 100 baht. You will then have a Thai based account for receipt of money transfers from your foreign account.
If you are not retired or have a long term Visa, from my experience you can't get a residence certificate. A Residence certificate means just that in my opinion Long term and not 30 days.
If you are on vacation just bring cash or Traveler checks in large denominations or take the 150 baht charge and enjoy yourself. Another note is that many Expats that have opened accounts in Thailand like Bank of Bangkok are taking a small fee out of your account if it is inactive for a few months.

Dextro Sol should just go to the Immigraton office, tell the clerk that he wants to open a Thai bank account, and they will tell him exactly what to do.

March of 2007. Later, I wired sufficient funds into the Thai account to qualify me for a retirement visa; I got that in the US and came back to Thailand in October 2007. Now I wire money from the US to the account so I never have to use my US credit cards to obtain cash in Thailand.

Go to Kasikorn or Krung Thai with passport in hand and you should be able to get a savings account with ATM card. Have done both, granted in BKK (Exchange Tower near Asoke). In and out with in 15 minutes.

3. Did you have to open a business and employ local people?

Thai banks require a minimum balance of 2,000 Baht or activity in the account. If one of the above is not met you will be charged a service fee of 50 Baht per month and your account will be closed when it no longer has any funds in it. You are also charged a yearly fee of 200 Baht for your Debit card.
You can open an account at Kasikornbank with just your passport and any address, you can use your hotel if you like. There are many branches in Pattaya.
