This should be elsewhere. But where were you in Cebu? Colon? Likely, as Cebu is great, far better than Manila. Many Cebuanas dont like Colon area (though sopme mongers I know do, perverse in a way :))
If you don't feeel safe in Cebu best not try the other cities, stay home.
