I don't think the hotels, dollar for dollar are as nice as the ones in the USA or even new ones in Bangkok, nor are the living conditions for the vast bulk of the population. I was in an FKK in Saarbruken (a few years back and it was sort of grody.

I will say that most streets in Frankfurt are clean and well maintained outside of migrant areas. Switzerland and Austria too. France is disgusting, as is Belgium IMHO and I have never been to Holland.

Some of the beds in Sharks got a bit grody after a while.
