My observation and experience has been every P4 P girl in the business makes exceptions to the "no condom, no sex" addage. And so does every customer.
However, I wouldn't suggest asking for it "freely" in the bar / go go. I actually spent several nights in Bangkok, as well as in the other major mongering destinations in Thailand.
