Thanks for the directions. I know where Flamingo Hotel is but it is just that I couldn't find where the HC is located. I did go to the Annex block, up to the 2nd Floor (I think) where the windows are tinted but the place was closed and locked. I thought at that time they could have shifted. Was I at the right place?

If you went up by the annexe block, that means you are entering the rear door. That door is controlled remotely from the receptionist. If there is nobody at the counter then it will remain closed, until somebody can see you through a CCTV monitor situated at the receptionist counter. Did you try the main door which is located near the main lift on the second floor, at the main block where the reception is.
