About a month ago a swiss guy was murdered in Santo Domingo when he left a restaurant with his wife. About the same time a dutch guy was also killed in Santo Domingo while riding on his bike. About 2 weeks ago a canadian missionary was shot 9 times in Cabarete and they also found a Russian guy dead in his home in cabarete a couple of weeks ago.

I can not say enough about the shitty tires this country tries to pawn off on people renting auto's

If you are an AT&T customer in good standing, they should give you a code to unlock the phone for purposes of overseas travel for no charge. If you want a phone to give to a chica, then it might be better to buy unlocked in the US, for example the unlocked Nokia 520 or 521 from Amazon.
