I have been taking the opportunity of this hiatus to learn Spanish so I expect my experience to be enhanced in my next visit.

Definitely.[/QUOTE]I had to make a very rough decision in March of this year as I was in Medellin and flew back to the USA on the 15th and had a return flight to Medellin on the 19th which I elected not to take and am now basically locked out of Colombia like everyone else. While I was in Bogota on the 15th of March they announced that only Citizens and residents would be allowed in the Country and on the 19th of March the day of my return they announced the Country was shutting down entirely effective I believe the 21st of March and now the date has been extended until September 1.
Nobody really knows what will happen, maybe they open up a little early but it sounds highly unlikely. And as far as the requirements for entry starting on that date for all the guys that want to come back, well there could be a 14 day quarantine requirement which is a tourism killer for sure or certain Countries won't be allowed in possibly including the USA. Colombia is very fragile and won't be able to handle severe outbreaks and / or have the capacity to do the testing and tracing like other Countries so they are going to be very conservative like others in who they let back in.
So in your case you need to weigh if you leave in the next few months that you may not be able to come back for a long time. I apologize for my post in that it depresses you, I was just stating what I see as some of the possibilities that may happen besides of course getting stuck there with your buddy Slapshot!
THat could happen, although it would be stupid. Banning tourists and business people from the country that helps prop up Colombia financially would not be a strong move, IMO. The key is to regulate where they come from. As most of us hopefully know, the big problems with Chinese flu is in areas like NY, NJ, parts of California, New Orleans. There is no need to punish the places that, for the most part, have it under control. Colombian could simply require testing before boarding in the USA Or show you have the antibody. Our Governor in Florida has talked about such a requirement if flights resume from Brazil to Miami.
Likewise, it is a shame that Medellin is now suffering more because of the bad behavior of people in Cartagena, Cali, and Bogota. What surprised me is that the president said Hi might start allowing flights in-country. To me, that is stupid. Does Medellin really want flights coming from Cartagena or Bogota? I doubt it. I am sure they would much father have a flight of gringos from Florida who have been properly tested. And not allow them to travel to other parts of the country. But alas, I'm not in charge.

But alas, I'm not in charge.[/QUOTE]I agree with your sentiments, and the President is working with the tourism industry to get ready for a re-opening to tourism, such as having bio-security protocols in place as reported in an article posted on the Colombian GOV. CO website, so the Colombian government is fully aware of getting tourism back on line.
However what isn't clear is what the requirements will be for foreigners to return, and I, like you, have posted previously about testing prior to boarding with no quarantine requirement, but very few Countries are doing this with the exception of some of the European Countries. A lot of other Countries are currently requiring testing and being quarantined, and with a two week quarantine then basically you can forget tourism. So if Colombia moves forward as your suggesting with just a testing requirement, there will be a lot of mongers on those planes, myself included!
Additionally with Colombia being closed at least now until September 1, a lot will be learned in the next few months, especially with tourism returning to Europe like in Italy and Greece along with others. If it goes well there, then that will be good. If it turns out to be a disaster, well the opening of Colombia could get pushed back again, albeit they are preparing for a re-opening.
The way Colombia thus far has responded to the Pandemic is by doing to a certain degree what other Countries have successfully done within their means, and have been much more aggressive and strict than what's been done in the USA to their credit.
Only time will tell, and we might be back to where we were in March, with no end in Site, but I hope not, as I have lots of wives waiting for my return!
Yes, Colombia could ban United States visitors. One reason I doubt this may not have much exposure up north. Duque is actively conducting a proxy war against Venezuela under direction from the United States. Another is the financial factor. Avianca is the well known casualty of the border closure. Viva, Easyfly, and other local airlines are less known but much more vulnerable to financial ruin because unlike Avianca they don't have majority foreign partners with deep pockets. Duque is under massive pressure to allow these businesses to operate or prop them up financially. He's already written more checks to the citizenry than he can cash (just yesterday it was announced that the seasonal bonus payment may be delayed) so his only response option to the transportation sector complaints is to let them operate. Another reason I think it's unlikely and I know it's impractical is the complexity of preventing someone traveling on a US passport arriving on a flight that does not originate in the US (e. G. Panama, Mexico, Canada, the Caribbean, Europe etc. Etc.). Yet another reason is a no fly list would reasonably include China, most of Europe, Brazil, Mexico among others.
What I see as somewhat more practical if not likely is a quarantine requirement. Colombians who are arriving on repatriation flights currently have to stay in Bogota under a 14 day monitored quarantine. Guys like us would be willing to go through it but business travelers wouldn't do it.

You might be able to go to the Dominican Republic in the meantime. They are talking about July. Elsewhere in the Caribbean, since yesterday, Aruba and the Cayman Islands joined the Bahamas and St. Lucia with confirmed international scheduled air beginning June and July.

I expect when they do open up to international travel it will be with testing plus quarantine. That seems to be the trend in other places in the world. Once winter starts up here I will be happy to be in quarantine somewhere warmer. And look forward to the time when quarantine ends.
And I'm not sure the behaviors were that different in those cities. Perhaps, I'm not there to judge. But this virus can get a jump start in some places by something as simple as a church potluck. And all of a sudden hundreds or thousands are infected. Basically what happened in S Korea. 5000 infections from one church function (they have some large mega-churches there so 10,000 people at a church function does happen).
I doubt they will ever try to do restrictions by US state. People still move around in the US, so where the flight originates will tell them nothing about the risk from those passengers. Or very little at best.

I looked into Brazil but it is even more of a no go than Argentina or Colombia.
I'm planning three trips next Winter. Colombia in December, DR in January, and Brasil in February. And I'll likely add Cuba in March.
If 2 of the 4 let me in (with no quarantine), I'll be reasonably happy.

Colombia on Wednesday followed in Argentina's footsteps and imposed one of the toughest travel bans in the world to fight the coronavirus pandemic, saying no international passenger flights will be allowed until August 31.
Argentina took a similar drastic step this month, although it also banned domestic flights. Colombia has banned domestic flights only until the end of June so far.
Argentina's decision sparked outrage among that country's airlines, but so far the government has not changed its mind.
"Until Aug 31 we do not expect to resume international air travel or to reopen land borders," Colombia's Transport Minister Angela Maria Orozco said in an interview with Blu Radio on Wednesday.
Latin America has imposed stricter travel restrictions than most regions to fight coronavirus. In addition to Colombia and Argentina, Peru, Ecuador, El Salvador and Panama have also grounded all flights and repeatedly extended those bans as the disease has spread. Cargo flights are allowed.
Colombia's decision is a blow to its largest carrier, Avianca Holdings, which this month filed for bankruptcy in a US court. Avianca said in a statement the government had not yet notified it about the new ban.
Avianca had earlier hoped to resume flying in June. The carrier is in a delicate situation as its entire passenger fleet is currently unable to fly due to restrictions in several countries. It is, however, operating cargo flights, but those represent a small percentage of the company's revenue in normal times.
The carrier has a limited amount of cash to keep the operation afloat while earning little revenue, which has prompted it to seek government aid that has yet to materialize.
