You can not compare what goes on in "proper" Thai culture to what happens in Pattaya.
Sadly, this is more than a case of the lady having a bad day. In the tourist area in the real Thai world from my experience living with Thais, it is more common than one thinks. You see stories on Youtube about incidents. In general, Thais are walking time bombs especially if something is said or done by a foreigner the stuff you read in the tourist brochures is just for shows like " Mai Pen Rai, Wai ".
Thais don't practice what they preach.
Things we learn in the West that are so taken for granted that the minimum is too hard to obtain by the majority of Thais which are the poor.
A couple of weeks ago, I bought a ladydrink for a lady working on Skaw Beach (near TreeTown). I had a "date" with another lady soon, so it was just one drink. I did get her Facebook contact, though.

I'll be in Thailand for 16 nights, going to Bangkok, chiang mai, and Pattaya. Which of these two islands do you prefer for 2 or 3 nights? Was planning on going to Koh Chang but now reconsidering?

If you read the news stories about Thai people's road rage and stupid fights about minor issues leading to even stabbing or shooting, it is fairly common also among Thais also.
My theory about this has been that for whatever reason, the personality development from child to adult thru adolescence for some reason has jammed to earlier stages (child or adolescent) for larger percentage of population than in the west, and as a result you have a child or teenager mind in an adult body. Maybe someone in psychiatric field could comment further about reasons and statistics; I am pretty sure someone has done some scientific research on this though the topic is sensitive as it would immediately be judged racist.
This is the very reason that I avoid any argumentation with Thais even in situations that they are totally wrong or at fault. They will never admit, and if bad luck when got one those with adolescent psyche. Odds are too low for you to win (you simply can not win with rational reasoning). Best just get out and move ahead, even with minor financial loss. Also applies to hookers not delivering as promised.

People acting out and have mental collapses. Reason why? Because all of our minds do not function the same. Some lack the ability to process empathy, sympathy, and are left with just the ego. I am always right and everyone is wrong is ego. Empathy would be perhaps if I was in that person's place and didn't know this was also a hotel in which the receptionist is trying to make extra cash by selling soap and doing people's laundry, then I would let it slide. Not a big deal. But honestly, I think she really couldn't empathize. I thought about telling her I was mentally retarded and should have started drooling and let my tongue stick out from the side of mouth. But I remember my goal. Heat this cold pizza up for 1 minute. So I stalled. Apologized. Until the one minute was up. And then walked away.
The downside for me when I barfine a lady for a few weeks is that I get tired of fucking her. I start thinking of other ladies who I can barfine when I finish with this lady. They may not be as sexy, but they are different.

1000-1300 is normal but I understand paying extra and not caring when you're dead tired. Personally if I were arriving that late I would have spent the first night in BKK and at least arrive when things are open or much more near to a hotel to sleep. I'm guessing you didn't make it in to Pattaya until 2:30 or 3:00 am?

And truth be told it was actually quicker to go upstairs instead of that counter. Because by the time you stop at the counter and they ask you all kinds of questions and get a driver and you have to walk outside to the parking lot where the car is, he has to pay to leave the lot, you would literally already be on the highway to Pattaya.

Much of the stuff I read here as to why something didn't work out the way it suppose to falls within the title of " This is Thailand " as I noted many of the things we take for granted don't really exist here because it just isn't taught. Think for a moment about who is going to do the teaching.
I'm talking in general about Thai who are the majority poor! Every education expert outside and inside of Thailand who isn't afraid to speak has indicated no matter what the changes by Thai officials unless critical thinking is added into the system not much is ever going to change. For example, I read she speaks English sure if she does it is more comfortable for us but the majority dig a bit deeper they can't read nor understand the different meanings of a word they only know what they hear regularly outside, and if they don't understand they aren't going to tell you, telling you I don't understand in the Thai culture if you need to ask again you are stupid. The reason in government schools students don't raise their hand's schools are just babysitting services for the poor.
Now before anyone gets all bent out of shape I'm talking in general and I know been told Pattaya and Bangkok isn't good indication of what the rest of Thailand is.
You talk about driving I will touch a bit on that, Thailand is the 2nd worse in the world year in and year out no matter how much smoke they blow up anyone's ass. It is a simple fix but who is going to do the teaching or the revision needed they all come from the same school of driving. The car was invented in the West the rules and tests were all taken from the West but through decades they have to turn it upside down to the point it is what it is today. Even the police same system instead of applying the law they apply this in Thailand, if you are a farang or have money then you should pay.
Real Thais who have gone to a truly International school or abroad to my surprise feel exactly the way I do! A few I know back home who had the fortitude of sticking it out working massage parlor tell me I hate going home I'm an ATM. If anyone knows the full extent of the cost to go to a real International School in Thailand will know if a girl tells them I'm going to college and working P4 P sure it happens but it is nearly impossible, once a week, etc that is laughable. For a simple test ask her what is 6 x9 if she can tell you without a calculation then I'm wrong but not 100% I dig deeper I will get an answer.

I have a million stories, Thais as you noted all their leaders know it, the mental definition is out there but due to the loss of face particularly with foreigners it is best just to smile and walk away. There was a time year back I couldn't accept it because of it I was involved in a bunch of confrontations even one that nearly cost me my life. For my family's sake, I realized to live here I had to change. There was a time I felt " the only good Thai was a dead Thai " I came so close to ending a Thai life but when I saw the expression on my son's face I stopped for him.
Thais, the majority aren't educated their parents know how to have kids that is to carry on their legacy but have nothing really to teach them since they themselves have never been taught. Many expats bash Thais say they are stupid, I don't use that word to say a person is stupid to me means you were taught and warned but you continue to do it anyways.
Much of what you have said about their mental state is true but it isn't spoken I joke with my son sure you got a dick that can make a baby that doesn't make you a man, it goes much deeper. In the West, studies have shown for males late '20's is when your brain is nearly 100% developed don't expect that here even with the police majority are mentally midget but don't know it because who is going to tell them? The leaders like it this way it is part of their plan so they can continue to control, it is like " keep them barefoot and pregnant " if they ever got a real education that is when the leaders are really concerned mean while prices will go up and down economy will get better things will cost more but as long as what I noted above the flow of young girls will continue and continue beyond my days.

Having said that it all depends on circumstances. I did consider paying 3x more for one of those airport taxi services once. why? I literally had to wait over 1 hour outside SGN a couple months ago after 3 large planes landed simultaneously and a computer system meltdown for well over an hour led to absolute chaos outside. No ride share cars for over an hour as it was late and no one being dropped off for outbound flights. I actually managed to get a cab and opened the door then got challenged by some old fogey 60 year Viet man in some drunken monkey kung fu stance saying this was his taxi. Dude was half my size but since this was his country and not mine I didn't want to drop him.
