Wicked Roger was kind to you by offering some brief advice instead of telling you to READ THE THREADS.
I am not so kind.
Why not give yourself an hour or so to READ THE THREADS here.
There is virtually a whole thread on DIA (Chat girls & Pen pals etc) with pages of positives and negatives, and under the thread Cebu you will find more than enough to satisfy ANY question you might have.
After you have done that, THEN come back and ask us some specific questions.

Yes I can vouch for that with DIA. I had what I considered lots of positive contacts for my current trip to Mindanao and Cebu, but you will find many do not work out as planned for a whole variety of reasons. Of course don't let that put you off, I would consider DIA contacts an essential part of any trip to the Philippines and do not neglect the old ugly ones either, they can be a great source for putting you in touch with younger neighbours, relatives etc.
As regards safety, as a fairly regular visitor over the last 5 or 6 years all I can say is that I have found Cebu to be very safe, at all times of the day and night. Spamhog actually lives here so maybe he has a different take I don't know? Basic common sense should always prevail and should have no problems. Take the same precautions you would in any large city and have fun!

Had a wander round Colon Street today and noticed quite a few what looked like down and out foreigners sitting in bars downing afternoon san migs. Even saw one westerner sat in the gutter with some street dwellers with a filthy looking white vest and shorts, almost looked like he had been living on the streets as well.

Went into Jonquera for some earthy excitement. I know Jonquera has been reported on hundreds of times by others who are far more knowledgeable but it doesen't hurt to give some up to date feedback. I had a quickie there today with a young looking 19 year old cutie, more to fulfill a burning need and not really worth reporting on in detail here.

For those not knowledgable, Jonquera is actually the name of a street that has adjacent to it a small town of wooden shacks and tin huts, typical slum dwellings that house many young hookers. The place is like a rabbit warren and encircles a basketball court. If you order a girl from a taxi driver, street pimp or doorman, chances are that the girl came from Jonquera. The only difference is that they will charge you anything from 1500 to 2500 whereas if you go there yourself the average rate for a few hours is 500 pesos. Quite a saving for doing your own leg work!

There are lots of alley ways leading into this place but the main entrance to this area if you can even call it that, is a wide alleyway leading from Jakosalem Street (a short walk from Colon Street). Every single taxi driver in Cebu knows this place if you want to be dropped off at the doorstep, but be prepared as they will usually insist on helping you which means paying extra to cover their cut.

Be warned it can be a daunting place for the faint hearted especially at night, it is teeming with low life pinoy scum, who look like they would most likely rob you given half a chance. Despite this appearance you are quite safe there and I have never had a problem. You will get attacked from all quarters by pimps and sellers, just be firm but polite and you will have no problems.

Afternoons and early evenings tend to be fairly quiet, however if you go around 10pm or later the place transforms, with crowds of young hookers gathered around in small groups for you to choose. For newbies I would recommend taking one or two wingmen, not really for safety but it may make you feel a bit less uncomfortable on your own.

Going there at night is like being a young child let loose in a candy shop, it is definitely the bottom end of the P4P market but trust me you will find some amazing gems there. Happy hunting I may pay another visit this evening!

Aww... yes... I agree with Wicked Roger and Mortman. I brought one of my friends who never been to PI in his life. He met up with his DIA contacts and had a good time. He enjoyed it where he wants to go to Cebu again. In fact, we are going to Cebu again. This time, we bringing another person who also has not been to the Philippines. When I went to Cebu back in 1997 for the first time, I liked the place already. I liked the girls at the malls to hehe. I can say it is a good place to go for a first time visitor to the Philippines. I would say it's just right because it's not big and congested like Manila. In Manila, it's a high chance that they will try and overcharge you on the taxi fare and not turn on their meter. It happened to me already and happened to other people as well. The taxi drivers in Cebu are more honest. I never had an issue with any of the taxi drivers not turning on their meters. It's a place that's more laid back and you pamper yourself.

Cebu is safe man. I mean yah you'll see homeless people, mother with their babies on the streets at night, young kids out at night, pickpockets and people doing Shabu there but, like other places also, they have their crimes to. You just need to use your common sense. I would say just stay in Cebu City area. Downtown Cebu city can be scary. It's dark down there. I mean it's ok to go there during the daytime and shop around but, at night it can get pretty dark. If you do go there by yourself, you should bring another person with you. I feel like something bad will happen there during the night. I was with my DIA contact and she took me there to shop around for handbags for my mom. Although she is a female, I do feel safer knowing that she knows the area better than I do.

As others have mentioned about DIA, it is hit or miss. But, that's why you have more than 1 contact. It's normal that not all your contacts will be able to meet up. Some will flake out on you. But, it's not the end if you don't meet any of your contacts from DIA. Just smile and be friendly. I'm sure you can meet someone there. Heh, since you been to Thailand, I'm sure you checked out a gogo bar already? If you have, you should check out the gogo bars on Mango Avenue (Gen Maxilom Ave)

Mortman, thanks for your description of Jonquera. I have read many good posts on that place, but nobody really gave a good descriptions of its physical layout and nature. Thanks!

I'm arrivng in Cebu City for my first trip to the Phils in early June, just a few weeks away, and I'm very excited. I already have more action lined up from DIA (even if 90% of them flake out or no show) that I know what to do with, but I'll still be hitting the Malls and Jonquera anyway.

Heard from my friends that he Mango area is not that safe due to some needle attacks, mainly gays am told, claiming HIV infection once attacked. This sounds very familar and am sure there was a FR on this a long time back. Any traction or truth in this story as if it was true it may have been reported in the local press.

i think i should just add a bit of a balance to the excellent description of jonquera by mort in case any of you guys (riverman included) think it might be a "walk in the park".
let's just say that if you are a hard-core monger with no responsibilities and not at all fazed by having anything go wrong for you then by all means go to jonquera.
however, if, like me, you have reputable work in the phils and want to keep everything discreet and you don't want to run the risk of getting any adverse publicity then keep away from the place.

to build on what mortman said (quoted above), i think jonquera is a cesspit specially designed for extreme bottom-feeding mongers and sleazy locals.

i have been there twice now. once was about 3 years ago with a hard-core expat monger who has lived in cebu for 15 years. he just drove me in one night in his car for me to take a look, and i never got out of the car but was still freaked out by the scene. i could almost see the stds jumping off most of the girls, not to mention that they were all either under-age or very close to it, and those that were older were very high mileage and were even way beyond being called "used". add in the baklas (bayuts), the pimps, the fat mamasans and the tough-looking local dudes (probably boyfriends etc) and i urged him to drive out of the place as fast as he could.
i went again late last year, this time with two local expat hard-core guys from cebu who are "regulars", and this time on foot and relatively early. we sat at one end of the alleyway (i wasn't prepared to "go inside"), and had a san mig and watched the passing parade, and i saw drugs being passed around, many many **** girls, and a guy threaten another one with a big-ass knife (all in around 10 minutes).
it was enough for me.
i left them there with my half-finished beer and headed back to jakosalem and grabbed a cab back to the mango bars where i felt safer.

that is just my experiences there to give a bit of balance in case anyone is lulled into thinking it is "easy". read carefully what mortman says because he too gives several warnings in case you missed the first one.

i love cebu, but i keep to silver dollar & lone star, my dia contacts, my "dates" in sunflower disco, and my periodic forays into ayala mall where i have had moderate success.

Funny you should mention that, I had hooked up with one of my regulars from Talisay City last night, her and her daughter stayed over. When I mentioned to her that I had been to Mango Square the other night she almost gasped and said "do you know several foreigners have been killed there" When pressed exactly how they died she said it was from HIV infected individuals going round with used syringes and deliberately infecting foreigners.

I guess if that really did happen then we all know that any resulting death from such an attack, (HIV, Hepatitus, STD,) would in all case take years to come around. I am wondering whether this is one of those urban myths spread about in good faith by poorly educated Pinays. Or maybe there was some substance in the rumour that has grown and got out of hand as it was passed down from person to person.

I've heard it from 6 persons since I've been here. I would imagine that it is a rumour being spread by the Mango Area competition. How long would someone who was sticking needles into sundry Mango bar visitors survive? Minutes?

Met up with a new DIA contact today at Robinsons. Have been at this mall a few times this week, seems to have the same old foreigners sat watching the world go by from the seating area by Bo's coffee shop. I guess many of them look retired, but I think it would drive me nuts everyday if I had to go there all the time just for something to do. Would love to live out here and even planned to retire here this year, but I need something productive to occupy my time. There is only so much sex a man can take per day and I don't want to be propping up bars the rest of the time, whether it is drinking beer or coffee.

That's funny. I was at Bo's a few weeks ago staying upstairs in MidTown (for a change- usually I am at Eddies) and some of those old expat guys sit there for 5 or 6 hours. Bo's (or at least the lobby in Robinsons) is a good place to meet DIA girls because they all know it. I usually get away from Bo's (as you did) as soon as I can though.

Was back down in Jonquera this evening with another ISG member. It is always wise to be careful wherever you are and I mean no disrespect to Red Kilt and his cautionary post, but you are as safe in Jonquera as you are in any other part of Cebu. There is some truth in the old adage that if you look like a victim you will be a victim. I am not a particularly big or imposing guy and I have never ever had an ounce of trouble there, despite several visits including ones alone late at night. Any attacks on a foreigner in this place would adversely affect business and would not be tolerated by the local crime bosses who control this area. Just look self assured and confident, always be polite but firm if necessary and avoid any kind of trouble.

Tonight was fairly quiet, you need to hit the place after 10 or 11pm to find the biggest selection of girls. Do not pay more than 500 pesos for short time (means around 3 hours) or you are being overcharged.

Neither of us took a girl this evening as the limited selection was pretty uninspiring. We were there too early as I said if you go late in the evening the place is usually teeming with all kinds of flora and fauna and some real jems are to be found, hidden amongst the rough

This is the first I have heard of this and I frequent there regurarly. I thought I would have heard this from the regulars that hang out in the bars as well. Nothing suprises me though!!!!!!

Isn't it great??? Almost makes me feel like I'm back in the U.S in the zone walking the alley way's will the crack heads and watching out for the local police...
