Thomas Cook, Cox & Kings, ICICI Bank and HDFC Bank are some of the places you could try. Of these HDFC Bank had the worst possible exchange rates when I last checked, followed by ICICI Bank. The other 2 are slightly better. Check with these (and other) places, get quotes from them and then go with the best price. And if you have to exchange currency in Thailand, it's better to do it a bank than at a money changer's. Also see if you get better rates from your bank and use your ATM in Thailand if that's possible.

During my past trip, I exchanged THB from ICCAPS (India cements group). They have better exchange rates amongst reputed exchange services. But, the best way is to get most out of INR is to convert to USD directly in India and exchanging USD to THB at Thailand. You can just keep few THB for travel expenses till you reach Thailand. I suppose you are going to Pattaya, where you have an exchange center chain called TT exchange located at each and every street over there. They give the best value to USD. This is what I have done during my last trip.

You need 1000 bhatt to pay visa fee and if you are staying in BKK first then you need around 500 bhatt for taxi to reach hotel. If you are staying in Sukhumvit area then go to SOI 3 . Lot of private exchangers who will give you much better rate than the Banks. If you are staying around pratunam area then goto Indira Hotel, Back of Indira hotel (indira market) lot of private exchangers. Rates will much much better than Banks.
